ESMA Tightens Stablecoin Oversight: Why MiCA Compliance Is Making KYT Monitoring Essential for Crypto Platforms

Why Is ESMA Tightening Oversight of Non-MiCA-Compliant Stablecoins?

On October 8, 2026, the European Securities and Markets Authority (ESMA) published a new supervisory opinion clarifying expectations for crypto-asset services involving asset-referenced tokens (ARTs) and e-money tokens (EMTs) that do not comply with the Markets in Crypto-Assets Regulation (MiCA). ESMA stated that crypto-asset service providers (CASPs) authorised under MiCA should not continue providing services related to non-MiCA-compliant stablecoins to clients in the European Union.

The scope goes well beyond ordinary stablecoin trading. ESMA's expectations cover services including trading platform operations, exchange services, order execution, reception and transmission of orders, transfers, custody, investment advice, and portfolio management. This means platforms need to reassess how non-compliant stablecoins are handled across their broader service infrastructure rather than relying solely on customer disclosures or trading-interface warnings. ESMA also expects national competent authorities to supervise whether market participants have appropriate technical, contractual, and organisational controls to prevent EU clients from accessing or increasing their exposure to these tokens.

For existing exposures, ESMA expects remediation as soon as possible and no later than three months after publication of the opinion. During any limited transition, services should be restricted to activities necessary for liquidation, conversion, withdrawal, transfer, or safekeeping and should remain time-limited and risk-based.

Why Does MiCA Stablecoin Supervision Increase the Importance of KYT?

The latest development does more than change how platforms evaluate which stablecoins they can support. It also highlights the importance of transaction-level monitoring. Stablecoins are highly liquid blockchain assets that can move quickly between exchanges, personal wallets, DeFi protocols, and different networks. For CASPs serving EU customers, determining whether an asset can be supported is only one part of the compliance process; platforms also need to understand the risks associated with transactions involving those assets.

KYT, or Know Your Transaction, provides transaction-level blockchain intelligence by analyzing wallet risk information, transaction history, fund sources, destinations, and relationships between addresses. As regulatory expectations increasingly focus not only on which assets can be offered but also on how platforms control customer access and exposure, static asset lists and manual reviews may not be sufficient for complex blockchain activity.

For example, platforms processing large volumes of stablecoin deposits, withdrawals, and transfers may need to determine whether a wallet has known risk exposure, whether funds have passed through high-risk addresses, or whether transaction paths show unusual behaviour. KYT does not determine whether a stablecoin itself complies with MiCA and cannot replace legal or regulatory assessments, but it can provide the blockchain intelligence required for continuous transaction risk monitoring.

What Should European Crypto Platforms Focus on Next?

ESMA's latest opinion sends a clear message: stablecoin compliance is increasingly extending from issuance and market access into the day-to-day activities of crypto-asset service providers. Platforms need to consider not only the regulatory status of individual assets but also the technical and operational controls required to prevent non-MiCA-compliant stablecoins from remaining accessible to EU clients.

This creates a stronger need for crypto businesses to integrate AML and KYT capabilities into broader risk-management frameworks covering asset compliance, customer risk, transaction behaviour, and fund flows. Platforms also need the ability to identify existing exposures, trace relevant transactions, and support appropriate remediation when risks are detected.

As the MiCA framework continues to develop, compliance is increasingly moving from one-time approval checks toward continuous risk management. For exchanges, custodians, and other CASPs, KYT can serve as an important connection between on-chain intelligence and AML processes, helping compliance teams identify suspicious activity more efficiently and respond to evolving regulatory expectations.
